Who are we?
We are Molly Consultants, a small team of two dedicated global health consultants with 15 years of experience in this field and have been in business for eight years. The executive stop-work order directly impacts us and many of our clients and partners doing critical work worldwide and domestically. Molloy Consultants affirms sole ownership and operation of USAIDStopWork Website and Instagram.
What are we doing?
The USAID Stop Work team is collecting confirmed job loss information, stories, and direct impact information from all of those impacted by this Executive Order. We are collecting job loss data that includes how many Americans have lost their jobs, been furloughed, or put on administrative leave. We are also collecting data on how many global staff (non-Americans) have lost their jobs. All attributable data is kept confidential, and only aggregated numbers are shared publicly to protect our sources.
How did you determine the estimated job loss numbers?
International development experts estimated how much funding was initially expected to be cut. They divided it by the average portion of a contract that is typically used for salaries. This was reduced by an estimate of indirects in the industry and divided by typical salary levels to obtain the number of full-time employees who would lose their jobs.
Do you have state-level job loss information?
We are not counting jobs lost per state at this point, but rather verifying that jobs have been lost in each highlighted state.
How did you determine the state impact data and visualizations?
USAID contract and assistance data was obtained from USAspending.gov and filtered to include only active awards as of January 20, 2025. The data was cleaned and analyzed by standardizing field names and calculating total award amounts minus total outlayed amounts for U.S. states—Washington, D.C. and Puerto Rico were not included in this analysis.

We want to make it unequivocally clear that Molloy Consultants is the sole owner and operator of www.usaidstopwork.com, Instagram account @USAIDStopWork, BlueSky @USAIDStopWork, and Facebook account USAIDStopWork.
Since its inception, Molloy Consultants has been fully responsible for the development, design, and management of the USAIDStopWork website and Instagram. Any claims to the contrary are false and misleading. Our goal was to confidentially capture each job loss and to do so our team of two solely has access to the website and Instagram to ensure security.
We kindly ask that any false claims regarding the ownership of the USAIDStopWork website cease immediately. Molloy Consultants reserves the right to pursue all available legal avenues to protect our intellectual property and the hard work of our team.
